Approach: An evidence-based analysis was processed to examine the objectivity of the indicators and the weights of key factors of the current performance evaluation. Results: Based on the concept of BSC, literature analysis, expert interviews and Analytic Hierarchy Process (AHP), this study investigated the propriety of the performance management indicators currently used by social education institutions in transforming phase, with the intention to establish a more objective and practical system. Conclusion: The advantage of this study it can provide a practical framework for will construct and carry out the management system of the performance evaluation for other social education institutions in the future.
